Concept

The procedural method for the realisation of the vision of a resource-efficient and low-emission development of settlements is characterised by an intersectoral approach, an intense orientation towards the implementation and an early integration of the scenario process.


Structure

The project focused on the analysis of regional dissonances, the development of adapted efficiency strategies as well as implementation projects for an action-oriented increase of resource-efficiency and a decrease of emissions in both study regions.
In the process the four pillars of the project “water”, “materials”, “energy” as well as “settlements and traffic” were considered in close interdependence especially with respect to the development of strategies, concepts and methods.

The matrix being formed of the four focal thematic areas (“water”, “materials”, “energy”, “settlements and traffic”) and the various dissonance types such as planning dissonance, implementation dissonance, interregional dissonance, topical dissonance and target dissonance were decisive for the research and development process in the project.

  • B Efficiency strategies: regional efficiency strategies, concretion of dissonance hypotheses and innovation potentials
  • C Implementation projects (site-specific concretion of options)
  • D Evaluation and institutionalisation: initialisation, evaluation, transfer, political consulting
  • E Project management: scientific and practice-oriented project management
